      The Coalition of American Court Collectors proudly announces: The 4th National Conference on American Court Collections Court Collections – “The Future is History” Not “Back to the Future”, how about “Future is History! Back to the Past”.   If you think things have settled down and all is quiet on the court collections front you could not be more mistaken.  As Doc Brown would say… "Great Scott!” Nearly twenty years ago many jurisdictions began evaluating the way court costs, fees, and fines were being collected based in large part to media scrutiny questioning the massive amounts that continually went uncollected.  Ultimately it was determined that the failure was due largely to the lack of a system or process designed to properly encourage, motivate, and manage court collections.   In response some jurisdictions, with great success, developed effective, businesslike practices designed to improve collections to the delight of the communities they served.  More recently however some of these practices have been called into question and blamed for creating a culture of collections in direct conflict with justice itself.  Swift and significant changes have been enacted impacting how courts enforce compliance in virtually every court in the Nation.  Some jurisdictions have taken dramatics steps to deprioritize collections and, in some jurisdictions, anything related to “collections” has been completely eliminated.  For many the result has meant that going forward is actually a return to the practices and policies of the past or, put another way, the “Future is History”.   It has been stated that if we forget or ignore lessons learned in the past, we are doomed to repeat them. So, what are the implications, specifically for court collections and compliance programs, as many move “forward to the past”?   What does it mean for you, your city, county, or state, and more importantly your compliance efforts with orders of the court?  Should you brace for renewed criticism for failing to effectively collect these obligations?  Will yours be the court that comes under fire for allegedly levying and collecting criminal court costs, fees, and fines from those that can least afford to pay it, the poor, and indigent. Is punishment and deterrence obsolete? Hanging in the balance is compliance and unpaid criminal judgments, and more importantly, daunting questions about the effectiveness of the criminal justice system itself.  What lies ahead for the future of court collections?
